Traditional Judo follows this: kusuzhi, tsukuri, kake. Balance-breaking, entering/positioning, throw execution. People often overlook the kusuzhi. In my opinion, it is the most important part of Judo's Nage waza (throwing tehniques). There are 8 directions of this balance breaking. So, it is not merely a lift. The lift is a result of opponent's balance being broken. After this, the tori (thrower) will position him/herself in a position so inconvenient to the uke ("throwee") so that he can't neither escape nor regain his/her balance.
