I also think that laughing, talking, and yelling is a good way to confuse/intimidate an opponent, or diffuse a situation. It shouldnt' be underestimated.
Personally I also dont think that you should purposefully attempt to tense all you neck muscles. maybe I'm wrong on this. But you dont want your neck to tire out. It would be better to not get hit in the head. Keep moving/ducking/bobbing and block. I would focus more on that than on keeping tense.
Relax, I think, means to relax your entire body. You will be faster this way, and will be able to whip punches and kicks and hit harder.
It's like trying to pick up a person that is totally relaxed (dead weight). It can be almost impossible. If the person tenses up, they are easily picked up.
You should relax so that when you hit, kick, or stomp; you are hitting them with dead weight..
When you are fighting you have to "Think" about what is going on right now, about the fight in front of you; Not what move you are going to do next. But you do have to think. You have to study your opponent, because they are studying you. If you can figure them out before they figure you out,
Basically I wouldnt try to tie myself down with a list of things to NOT do during a fight.
