Judo has a number of pinning techniques, armbars, leglocks, chokes and (non-judo) dirty tactics in addition to the throws, it depends on who has the better skills in their respective styles.

I don't study judo but have seen what you are talking about. In a grappling session on the ground, I tried to grab a judo guys leg and round the corner to get him on his back, but he trapped my arm about forearm level between his knees and pinned me (side to the ground, his arms secured around my head) while proceeding to wrench my shoulder touching the ground(using his knees to do sort of a chicken wing)
