I guess that depends on what type of bully you mean. When I was in school my roommate and I both worked in an Italian restaurant in New Orleans in the French Quarter. It was right across the street from Armstrong Park and the Basin Street projects. One day his girl friend came to drop something off for him at the restaurant and as she was walking back to her car she was surrounded by a bunch of kids (I'd guess they were12-15 years old) from the projects. One of them pulled out a can of mace and gave her a good dose of it. They didn't rob her and as far as I can tell they just did it to be mean. That was the first example that sprang to my mind when I read this thread.
