What do blue or dark boxes mean?

I'm wondering because Stabby Chick just hit me with rep and it's not green? The comment was good but the box is dark? What's the deal w/ blue boxes?

Is it bad? Is it good? Approval or disapproval? I don't get it? The default rep is approval right? If you click the lower disapprove function what color does it turn?

I found out today there is a limit to the number of times you can give reputation in one day!
