It depends on several things.
How deep you've got the choke "sunk".
How much pressure you are applying, squeezing with the arms, deeply breathing in (expanding the chest making it tighter), pushing into their head with your head, etc...
There is also what they are doing, if there neck is all tensed up (which it will be for 99% of people as someone is choking the life out of them) they will go out faster, than if you relax.
