Yes and no, in a form or kata in tkd, karate, ect the punch is normally from the hip but in sparring or competition it from the shoulder closer to but not exactly a boxing punch. I'm sure someone will say it is more powerful to throw a punch from a hand on hip position but then you have no defense in my opinion.
