That's a specialty bag. At Thai camps it's usually known as "grasop dtae kah" which means literally "bag for leg kicks". Many Thai camps don't use them, but at those that do you'll notice that the indentation on the bag is almost exclusively at thigh height. If you use it that way (just for practicing leg kicks) the bag shouldn't swing more than a couple of feet or so.
