TKD kicks emphasize more pivot on the supporting base foot. The sidekick in tkd is totally different from the shotokan japanese side kick. Also tkd emphasizes the use of the instep when doing the roundhouse (turining kick) where as a lot of Japanese (shotokan) roundhouse with the ball of their foot.
The answer is yes the kicks are different But I am comparing moo duk kwan tkd VS Japanese Shotokan. Others will have different experiences.
