I will say that my TKD has added a lot of dimension to my standup. In fact the JKD people if worked with have found the value of my kicking. Some have complained that I can shut down the boxing and trapping range with kicks simply by making it dangerous to enter and dishing out punishment every time the move in. TKD as a system isn't the problem, it's how it is being taught.
Now I would also raise questions about the idea of a slap to the groin, or throat stopping someone, I've been punched in the throat and kicked in the groin and continued to fight. Without being able to breathe you still have 20-30 seconds to do damage.
As for blackbelts who can't fight, I've seen them in every system. It would make sense that TKD would have more since there are more people that practice TKD. Also the idea of what a blackbelt represents also varies a lot between systems. In TKD generally it means master of basics, Your real training doesn't even begin until blackbelt.
