Yes there are definitely sweeps - they are also allowed in traditional Karate point fighting. And there are throws and locks. but none of that could be defined as ground fighting.

There definitely are people around who can fight, based on Shotokan Karate. In the city where I used to work as a doorman about 80% of the doormen came from Shotokan. I am not saying, though, that they were all the same guys who won the Karate tournaments. But there were actually dojos that managed to make good tournament fighters/players and good practical fighters.
