Hey Ringthing it depends on the bag and the apartment. A friend had this Everlast freestander:

He had thick carpeting in a pretty solid building and the neighbors said it never bothered them.

The other kind of freestander fills with water or sand. I hear sand is better because it's heavier, and putting a few layers of evenly-laid rubber matting is a good insulater. Just make sure it's even so the bag stand doesn't rock.

And if your floor is too thin after all that, you can always just shadowbox your guts out instead. Be that guy at the gym with perfect form!
