You can get a couple of burlap sacks for 50cents apiece, put 1 inside the other and loosely fill with what ever stuffing you can get, (shredded news paper or mattress stuffing) the denser the better.(not sand) then use duct tape (lots) to form the shape of the bag (cylindrical) and tape poly strapping to the out side making sure to start at the top with a couple extra feet and loop all the way down and around the bottem and back to the top
with extra, do this about 4 times and duct tape the straps to the bag. now pack the bag tightly with filler, seal the top with duct tape and atatch straps to a chain and hang . you may have to do some duct tape repair now and then but hey its cheap. the poly strap you can get at a hardware store ,used to hang water pipe
(dont use the metal strap) hope that helps. P.S. if you want the bag to be heavier you can use sand bags inside but make sure its surrounded by the filler.
