I would have to agree that 95% of TKD schools are rubbish when it comes to fighting, but their kids programs are decent.
Some instructors to consider: Jhoon Rhee, He Il Cho, Chuck Norris and those who have studied under them. Bruce Lee studied under Jhoon Rhee.
Check out Manson Gibson. He's fought several times in Thailand and won using unorthodox techniques - spinning back fists, turning side kicks, spinning hook kicks etc.
