Jogging and rope work keep your legs strong. Kicking thai pads of various density get your shins and feet used to impact. Holding thai pads for a kicker allows your body to get used to some impact (ever hold thai pads for a mega kicker for more than 4 rounds? it hurts.)

Leg sparring with shing guards is good for developing toughness. Work on kicking the other guys legs, moving out of the way, blocking, counter kicking and slipping your kicks in and out is the best way to work the legs for live contact.
