Heavy bag work is great for this. Start with a softer bag like a water bag and as S.Anucha said kick, kick, kick, and kick.
Then graduate to harder bag like a sand bag, this is what I use. It really gives the shins a work out. The bag I use is a 80 lbs'er but it's out side and the next few days after it's rained it's a 120lbs'er
Remember if your bruising then your going to hard let the bruises heal up and start again this should be a gradual toughening. Putting bruises on top of bruises can cause long term problems you won’t want to be dealing with later.
Also spar, spar, spars.
