Do alot of sparring. This is the only real way to develop footwork. Anything else is minor.

I read this technique somewhere and used it for about 3 months. I still use it occasionaly. You tie your legs together at the ankles with your feet shoulder with apart. I use a belt ina 8 shape. Then you do footwork drills. Try this for 5-8 minutes and then take the rope off. You should feel a definete increase in speed and less wasted movement. What is going on is your not able to move your feet to far off there projected course. This forces you to learn to not waste movement. You develop short springy steps as opposed to broader sweaping steps.... I think. Hope this helps.

But like DoubleOuch said, sparring is the only way to develop the real purpose of footwork (evasion and distancing). But footwork drills help.
