tape on heavy bags

Why do some people rap tape around their heavy bags?

does it make it tougher or softer what does it do

protect it from tearing and from ulging up in the middle because that's where it is hit the most time so most worn down

Or just a cheapass way of repearing so youu don't have to buy a new one every year

my heavy bag doesn't have ducktape ( I know it's duct but there is a duck on the package) but still you can't hit it without gloves ( specially made for lowkicks)
