When trying to fight from the ground, however you got there, arms and necks lend themselves to these moves all the time.

You can pull these off in the dojo with a resisting opponent; you can pull them off in the street just as well, especially if you end up on the ground despite your best efforts - I'm guessing breaking someone's arm or choking them unconscious would probably cause some pain.

A SD ortiented jujitsu practioner isn't going to jump guard on the street; he only does this during a grappling competition.
