Default Difference between joint locks and joint breaks?

What exactly is the difference between joint locks and joint breaks? I've heard that joint breaks are fast breaking motions performed on joints while joint locks simply stress the joint near the threshold of its range of motion in order to induce pain. So in other words, all joint locks can become joint breaks if the lock is applied hard enough while not all joint breaks are joint locks since some joint hyper-extensions do not induce pain until the joint is broken (i.e. a heel hook or neck snap). Is my understanding correct?
