Because the fools in the general public think it is unfair to kick in a fight. The public requires men to be sporting about their fighting, this means no kicking, hair pulling, scratching or biting. The original reason for the Marquis of Queensberry rules was to eliminate all these nasty techniques from fighting. It just shows how little the public knows about the art of combat....fools
