The guy has obviously killed off the nerves in his shins otherwise he would have reacted immediately rather than try to plant that busted leg. I wonder if he had a stress/hairline fracture there that busted open upon impact. How far into the fight did this happen?

Actually I read that Sid is planning to sue over that. He said that he didn't want to do the move off the top rope but was pressured into it.
