This would really catch everyones attention and maybe give the sport the boost that its been waiting for. not too mention it having the funniest fights ever.

Nah, with all the whiney assed politically correct groups out there it would get bashed right and left.

I think the concept would be entertaining but would "fall short" of the desired results.

Well think about it, it would be a straight slugfest. No guard, triangle, or full mount would be possible because the midget would be standing on the others' stomach if he wanted a mount. It would make no sense to go to the ground with midgets as if they weren't close enough already.
