Here's 2 free videos by Melody Shuman and Nick Dougherty that'll definitely help you out. They go over easy, inexpensive, and effective ways to get more leads and students.

Doorhang, walk around in your Dobak give out flyers or cards, Referals - have your students bring in their friends.

Are you an Adult, Child or Family school/club?

It's interesting that you're looking to get more students for your instructor. Does he actually want more? Or is he happy teaching a few, part time?
If he does want to grow the school there's a whole host of stuff that can be done but thought it worth clarifying that small point before loading you up with ideas.
