Never rub your bag with any thing, rather wrap it in those big plastic sheets when you don't use it, you will see that if you stick to this the bag will always look like new, even if being of vinyl it would last for longer.
You can create like a tube of plastic of the dimensions of your bag but one open end with an elastic, ones you dress the bag the elastic will thighten itself around the chain that's holding the bag, I suggest you make the plastic
that goes all the way to the top and covers all the chain as well.
I have done the same to my lether boxing bag and it's still in very good conditions since ten years.
Cheers

My gym has fifteen 150lb Vinyl bags that see heavy use. We clean them with a mild disinfectant as needed and that all. eight years on and they are outlasting the steel trolleys they are hung from.

A cover sounds like a good idea if the bag is outside, but I'd second the 'don't rub with anything' opinion.
