someone at the gym was telling me the other day that thai boxers in thailand develope tough skin on their faces and foreheads from being hit all the time, and it makes it harder for them to get cut by an opponents blow. i was just wondering if this statement holds any truth to it. can this be achieved after many years of training or is it bs ?

Sounds like BS but I gotta tell you, your race definately has something to do with tougher skin. My skin is pretty weak (Irish), but my Italian friend bruises and gets scratched and cut just walking down the street heh. The Thai guys dont seem to get marked nearly as easily in training. Maybe its not race but just the individual.
