I don't know how the one in the video was created, but the simple way is to take a bunch of car tires and stack them up around a post, then cover them with a tarp or something.
I've also seen a heavy bag created this way. Leather wrapped around a stack of tires with some sand in the bag for weight....

I think they sometimes kick tires at Mejiro gym too.
yeah, we've kicked tyres at our club. Good way to condition the shins. And they cost nothing too, which is always a bonus.
