It seems like it would be more valid in MMA where you can throw in some face punching as a distraction and a lot of guys have pretty poor guards anyways.
I would love to see how he set it up at a grappling tournament. If I had been his opponent I'd have felt like a total noob getting subbed like that...

Maybe the guys I roll with just aren't as insanely awesome as that guy, but attempting to Kimura me, straight armbar me, etc... from inside my guard will generally get you laughed at. The guy on the bottom has to have an absolutely crappy, low, loose guard for any of that to have a remote chance of working. And if the guy has a guard that's that bad then just pass and move on.
Seriously, this is the kind of crap I get from spazzy gigantic whitebelts trying to americana me from inside the guard.

I'm sure if you're unbelievably awesome like that guy then you can probably make this stuff work against lesser skilled opponents. But don't ever expect to hit any of this against anyone above blue belt.

Any thoughts about this technique?

I will have to try that out. I think Phil is pretty talented and most likey tried that over and over. I am sure it is not a high percentage move for somebody with a super active guard but I am willing to test it out tomorrow night while rolling.
