Just keep doing it over and over and over. Do some running and maybe jump a bit of rope.

May I offer a paradox? Slow makes quick. Stretch properly and warm up. Go through the kicks slowly working on technique. Gradually increase speed using proper mechanics.

It is much the same as a baseball pitcher who throws "heat". We'll leave out the relievers who are ready with three warm up tosses. The starting pitcher who throws 95-99 mph starts out slowly and builds up to the devistating explosiveness in his fastball. Build up the speed slowly and you will reach the potential your body will allow.

You may also want to consider strength training.

        Work out @ high intensity.
Stretch your head off--this will allow a kick to be performed faster because there is less resistance caused by tight muscles.

Everything else above is good too

Stretch your legs from ankles up. Spend a good 10-15 minutes stretching.

To improve your range of motion, use the wall to post one of your hands and practice your lead leg front, side kick, hook kick, round kick. Practice your thai kick by spinning through it and recovering back to your fight position, making sure your hips and weight explode through each kick. Remain loose, yet coiled.

Once you are able to get your kicks a little higher, get in front of a mirror and throw each kick 50 times focusing on correct form (depends on your style). Aim at imaginary targets like knee, groin, ribs, neck and head (if you can get that high). Throw the kicks at a speed you can control them. You control your kicks; they don't control you.

After a week or two of doing this speed up. Throw 70 kicks in the same amount of time you threw 50.

Last but not least put it all together with drills and sparring.

People underestimate speed and mobility because unlike huge muscles, you can't see it. Look at "Superfoot" Wallace and Roy Jones Jr. They aren't big and menacing looking. If you met them on the street, you wouldn't be able to tell for example that Superfoots kicks were clocked at 70 mph or that RJJ can mess up a heavyweight with his jab alone.
