I wasnt sure exactly where to post this so apologies in advance if it is in the wrong thread. Since tantra is not strictly a martial art. Are there any schools where one can learn tantra in europe ?

You'd do well to post this question on a forum for Yoga, elsewhere on the web. A martial arts site really isn't going to give you the best responses.
