sand it own with the finest sand paper (for metals) then get yourself some rust remover. the only brand i know is 3M. there must be others. it worked quite well on my bike. the chemical transforms the oxide back into metal. (that's why you need to sand it or else you'll have irregular metalic flakes.)but the resulting compound is black you might wanna think about that especially if your blade is pretty. but other wise go for it.but at least it won't rust any more. (cosmetically you might wanna have it plated afterwards)

and next time try not to touch the blade with your bare hands, skin oil is corrosive overtime. have a pair of cloth gloves everytime you wanna show it off.
