I've met and trained with some practitioners who knew countless angles and drills, but couldn't land a single hit when we sparred at full speed. So I second Chad's observation about those who didn't know how to hit hard.
I taught offense first. From a self-defense standpoint, if you pick up a stick you'd better be able to hit with it.
In the beginning I would usually teach a basic 5 strike system with an emphasis on hard strikes and grip.
