No way. As head of Japans Amatuer Athletic Association Kano was the ultimate sportsman. Who cares. He said it was development of the body and training in attack and defense.
SSSSSSPPPPPPPPPPPPLLLLLLLAAAAAAAAAAAAAAAAAAAATTTTTTTTT
That is the sound of a classical judo person being countered from attracking the wrong leg.

The Change in Judo
Judo has changed.
When it was created, it was meant to be for self-defense as much as sport.
After World War II, though, judo practitioners were only allowed to practice their art as a sport, self-defense training was forbidden.
As a result, judo became more oriented towards sport than self-defense. By the time the ban was lifted judo had evolved into the sport we now know it as.
It still has its uses in self-defense. Its chokes can be nasty, its arm bars good for immobilization. That fact that the majority of judo training is oriented towards sport, though, works against it. During the early eighties I studied judo for a couple of years, and originally planned to earn a black belt. I got up to second grade brown belt (nikyu), but lost interest when I found judoka were expect to compete as a prerequisite for earning a black belt. I realized that the self-defense aspect of judo was limited to the lower ranks, with more emphasis placed on the sport.
I was not the only one who had left judo because of this. As time passed, I meant several people who had gotten up to brown belt in judo only to quit when they found that earning a black belt in judo was not the magnificent thing they thought it would be.
I say again, judo has changed.

Is BJJ judo? At least not in the opinion of Count Koma. He taught the Gracies what he thought was J-J and that's why they call their style Jiu-Jitsu. Had he called it judo they would have called their style Gracie-Judo. Say it is "judo" for the sake of arguments... What is judo? Watered down traditional Jiu-Jitsu. Kodokan Judo is than Kano-Ryu Jiu-Jitsu. At least the Gracies kept the name Jiu-Jitsu. So let's all do the right thing and call the arts what it should be called. All the Judokas call Judo Kano-ryu Jiu-jitsu and all the bjj guys will call BJJ Gracie-Ryu Jiu-jitsu.
