There is no such thing as a minimun years requirments.
The current leader of the Kyokushin Karate was given his BB by the founder in 3 years of training. No idea if he trained prior to joining the Kyokushin Karate. but he was training at the main Dojo which could explain for such very quick promotion.
However 3-4 years in a leading Dojo is fair enough, most of the all-star JKA Japanese international instructors learned Karate at University (so give 4 years) before they went on to foreign countries and 'preach' the Karate 'gospel'.
BB is not the end of it.
In the JKA (shotokan) format, you have a stand-down period before you can present for you next dan. Like around 3 years in between Dan (it increase to 5 years after the 3-4 dan). But also other requirements play a part a part in your Dan promotion, you must be 'actively' involved in the JKA Karate 'promotion'. And that mean you must run a Karate Club and develop the art in you country.

belts
the previous posters covered the info.
personally though, belts for me in my early ma training were like the grades in standardized education, not necessarily an indicator of skill
got my brown in shoto at age 12 after for years and my red in shorin and shorei after two years each
still lost half the fights in the neighborhood
met two teachers who didnt have grading systems, just taught us how to use our bodies and minds better
won more fights... and got interested in the historical sides of martial arts in the bargain
just me... a simple guy who likes to learn

Seriously though....
....Don't concentrate on just earning a belt, once you put on a black belt you won't immediately become some amazing martial artist worthy of Jet Li demigod status or some bullshit. Just work on the techniques and seek to do the best you can, not aim for something just like a belt color.
