    'roundhouse' is a western term.
There are a lot of variations on it, from the classical mawashi geri to the thai leg kick.
Like everything else, there's a time and a place for it, but don't assume it has to be thrown high, or in a pre-determined manner.
The best time, would be when it's most appropriate, and you'll only know that through a suitable period of testing and training.

The round house kick is very powerful and like almost all techniques it is best preceded by something that leads in to bridge distance or distract the opponent. A reverse puch from the opposite of the body as a counter (e.g. left reverse punch followed by right leg round house - off front foot) is one way to lead into a powerul kick as it swings the body weight from one side into the other. There is a video demonstration of this exact use of round house kick as a free download by my instructor (Sensei Jason Armstrong) on the video downlod site www.Downloadkarate.com - watch the "Zen & Fighting" video sample. I hope this may help...

like in ythe second post about the leg kick in muay tai, those mofo's hurt youy land 3 or 4 good hard ones on some body they will weaking the legs and i am guess you are a practicer of the martial arts,so you dont want to throw it close up have some distence and make it a fast powerful kick at the same time, mix it up thorw jab,jab over hook step back fast hig kick or leg kick.

roundhouse kicks are just like every other move. you use them when your opponent leaves a space open big enoug for it to fit in.

jab, cross, roundhouse. pretty basic, works well.
