Why are there so many japanese jujitsu federations (unlike judo) and what is the largest international jujitsu federation? The existence of so many federations is not good for the credibility of the art.

this is pure speculation, but the difference seems to me to be that JJJ can't be traced to any founder or specific founding group. Judo is very obviously the child of Kano, and as Kano's organization the Kodokan kinda has a monopoly on credibility.

Actually it is no longer the kodokan that issues rank in Judo. It is the International Judo Federation. Kodokan rank is recognized as rank issued by the Japanese Judo Federation which is affiliated with the IJF. The kodokan no longer runs Judo.
