For most martial art schools, the meaning of the new belt is that you have paid enough school fee and belt test fee to buy a new belt. Well, may be you learn some new katas and techinques in your new belt level, but all in all the belt colour really means nothing about how good you are and how hard you work.

In my dojang any1 can get up to BROWN belt, but red and black belt, you have to score at least 80/100 in the test to earn the belt. I don't know why they do it like that. I guees to keep the dojang running!!

Yeh you have to remember they need to pay for rental etc. somehow. My school is the same, what i tend to do is look at the instructors and see how good they are, if your instructors are good and you train hard then there is no need to worry about the other students or thier belt colours because you are getting all the training you need. I'm lucky in that i have some absolutely amazing instructors, one of them being the world KSW champion, i can see the diversity in work rate between the other students but it doesn't bother me, its them who won't improve, not me.

not only a money issue, but people progress at different rates. Sometimes knowledge of material leads proficiency of technique.
For instance a white belt who struggles with white belt info for several months may be passed on a few ranks, then suddenly accelerate because it finally has come together for them. Also sometimes the challenge of a knew rank can make people work harder.
Other times is is an instructor who fears upsetting students, or failing them. Over the many years of teaching I have had some of my worst students quit only to come back 5 years later and begin training again. Then they are more dedicated and more skilled than when they left.
After teaching a long time sometimes you are able to see who needs what as motivation. I personally don't care about color belts, I'm only interested in what they are like when the reach black belt and the real fun begins.
Try not to compare yourself to others, but to yourself. Hold yourself to a higher standard than those you train with. Try to improve and beat yourself every time you train. Maybe you can be the one that inspires others to work harder. At least at the end of the day you will know that you earned what you got.
