Help me Identify and translate please

I was told that this (attached graphic) is Korean, but it did not look so. This is on our belt award certificates. Would anyone be able to tell if it is, and more importantly what it says? Thank you very much for your help.

We're having some problems with attaching files to posts. It's much easier to host the image on photo bucket or some other site and attach the link?
