Being bi-cultured (I moved here in the states old enuff to be aware on what's going on in the motherland, Philippines),I believe the majority of it has something to do with the culture. It's something that's very hard to explain in words; I guess you have to live it to understand. I'm kinda going off the tangent here but as an example, when I went back to the Phillipines last year for the first time in 20 years, there are little things that I find odd; something that most Americans would probably never understand, i.e., it's common to see guys walking around with their arms around their male friend's shoulder while walking. It occured to me that I used to do that when I was a kid up until one of my friends was nice enough to inform me that here in the states, you don't do that unless you are inclined to huddle with the third sex. What I'm trying to say is, it's those little quirks that makes our culture different.
Going back to the Japan issue, I guess it's just the way they were brought up, just like how they bow to each other as a sign of greeting (courtesy)...
