BJJ Belts falling from the sky?

According to the CBJJ, the timing of promotions is left in the hands of the student's instructor. Some instructors will not promote a blue to purple unless that student has been a blue for 2 or more years. Other instructors promote more quickly based on success in competition. What are your thoughts? Do you feel that there should be more standardization, or should the decision be left solely in the hands of a student's instructors?
