Shad0w, I like your idea of using bungee cords. Have you ever seen those heavy bag springs that are designed to do about the same thing? Here's an example:

If you connected the spring in between your ceiling mount and bag, the chains would still rattle though. Is this why you went with bungee cords?
What I'm curious about is how you will test how much force is applied to the bungee. There might be a very large instantaneous force right after a strike, and you might not be able to see something so fast if you're just reading off some scale. Maybe you could interface to a computer.
By the way, I don't think your house will have structural problems because of the heavy bag.

Indeed I have seen and do have a spring that I baught for the heavy bag. I found that the bungee's were better at controlling any sort of jolting action and dispersing energy more smoothly. I imagine its because you have elastic forces that can act in different directions as there are bungee's going to each strap, as opposed to a single spring that can only stretch in one direction, it does not have the benefit of having counterpart bungee's on the other side of the bag helping to apply a more uniform elastic force, so if the bag is hit off center, each bungee will stretch a different amount depending on the trajectory of the bag, unlike what chains would do, they would just exaserbate any whacky trajectories. BTW, the bungee's were not my idea, they were another member of this forums idea, see my previous posts for the link. I guess if bungee's are safe enough to hook onto one's feet and leap off of a 300 foot bridge, they are safe enough for a heavy bag. Its also funny that you dont see many people doing those same leaps with giant springs
I really dont know why bungee's are not used more often with heavy bags... They surely are strong enough, no question about that. The original poster with this idea also said he employs this technique @ his gym.

I welded up something very similar to the item in the above link, except mine is way better.
I have been using it for over 4 years now and it is awesome. Completely free standing. I have the bags on tracks so I can move them to the far end and out of the way during shadow boxing. I can lock them in when I want to pound away or not lock them in to have a sliding bag. Very cool!

I'm sure there is a good Boxing Supply store in the City you can find if you don't want to shop online. But there are some good deals online if you keep your eyes peeled. Just wanted to make sure for myself thats what you were saying. Better to ask than be ignorant, but I guess I'm associated with the wrong group here to actually try and understand what's going on by asking polite questions.
