Question About Sunroom

Hello Everyone, I inspected a house today with a sunroom built on a deck. The exterior wall covering and windows on the sunroom were missing flashings & It had an improperly installed roof. (It passed code inspection, don’t know how). I wonder if the missing flashing part should go on the report.

Is there any document available stating that the Sunroom is inspected just like any other building, The Seller’s realtor is arguing that it passed city code inspection.
