Time and time again we hear about how a fighter is born with Knockout Power, so it's either "ye got it or ye don't." But what exactly creates the ability to knock somebody out? I've heard that we can improve how hard we punch so it just utterly confuses me what Knockout Power exactly is. Can anybody shed some light on this topic?

Depends on whether you are talking about a kick, a punch or a choke out. I can speak for ko's by punching. It's all in knowing where to hit your enemy. Pressure points and timing. Timing a good blow is crucial. Knuckle conditioning and heavy bag work will help. I can't speak for kicks because I have never ko'd anyone with a kick. Chokes are self explanatory.

Knockout power can be trained. It's simply a matter of efficiently delivering the force to a sufficiently vulnerable portion of your opponent's anatomy. Some people have a knack for this and pick up the necessary skills more easily, but anyone can learn to do this.

Its like every other skill: most people can acquire it, but some are just better at it.
It means that you know how, and can, put someone out in the most efficient way possible, mostly because yo instinctively know when and where to hit.
This sense can be trained by sparring, mostly. Bag training will help you get the most power behind your hit, but timing and precision are far more important.

There is actually very little known about what exactly causes a knockout but many agree it has to do with minor trauma to the brain stem. This usually happens when the head rotates sharply, often caused by a strike.

Rotational torque and compression can cause instant loss of consciousness. Of these compression KO are the more serious and have resulted in death. See "Overhand Right"

maybe its just me but i believe K.O power comes from Proper Technique.....timing... and where you aim.Builing up your body also helps in developing Musscles that can withstand the wear and tear associated with hard long training.

I'll tell you what creates great knockout power, a great choke.
Seriously the chances of knocking out your attacker are slim if your not a natural at it. On the other hand almost anyone can produce a successful gi no gi choke.
I have for sale my Sperry instructionals (see thread entitled Sperry no go, gi, NHB instructionals) which focus tons of techniques on chokes.
