Garland, I think he meant victim in the sense that they FEEL like one, but that they haven't actually had a crime committed against them.
For instance a kid growing up in a bad and poor neighbourhood, his parents are shit, may be alcoholics and stuff like that. In that sense, he may feel like a victim of society. He might very well develop frustration, anger, insecureness and so on.. with himself and society as a whole.
So maybe later on in life, he will feel it's the world against him, and that he has to take from it as much as he can, the only WAY he can.
So to sum it up, I think he meant victim in the sense that those people committing crimes are fucked up inside.
