Not at all. I just said that the guys I hung around with got in the way and made it more problematic, so I would prefer to confront someone on my own, one on one

Why would an average person need a witness? A cop is subject to scrutiny every day. If he steps out of line with a member of the public, it is a serious thing and he will be up in front of his Inspector
If he has no witnesses, he is pretty much buggered.
A member oof the public doesn't need this as they are not subject to the same rules

I am not sure what you are saying about it never being an issue for non-officers? It wouldn't be an issue. But that is the reason that they travel in pairs. Otherwise - why do they not travel in threes, fours etc

This is for protection of officers in the sense of witnessing actions. If an officer is alone and makes a coment, it is his word against the persons. A second person is needed for court purposes etc.
