My sensei has visited the Dalai Lama on numerous occasions, and will occasionally bring along students who show interest in gaining more awareness and who desire to learn advanced meditative techniques among other things. They have a "seminar", so to speak, more like a social get-together, in Tibet once a year every year.

He was outcasted only for 20 years, not since 1959 (don't know where you got that one from) but is currently well and kicking in Tibet and was allowed to return in 2002, as I was there in 2003 when he was as well.

That was a speech by the Dalai Lama all right. It was most certainly not given in Tibet. The Government of Tibet in Exile is located in Dharmasala, India.

In the same website under Tibet in a Glance clearly indicates in the tabular information that the Dalai Lama is the Political & Spiritual Leader in exile in Dharamsala, India. This could be outdated - I'm not sure.
